Somewhere in the Hall of Precedents, in a sub-basement where the documents go when nobody is quite sure what to do with them, there is a statute. It is ten thousand years old. It has never been repealed. And an Azorius archivist has just found it.
She didn't go looking for trouble. She was writing a monograph on early Azorius institutional design — the kind of work that wins scholarly prizes and bothers nobody. Then she found the Gamma Clause, checked it against every constitutional validity protocol she knew, and reached the only conclusion a rigorous legal mind can reach when it finds a fully intact, magically-attested, constitutionally-senior statute sitting quietly in an appendix that everyone forgot to cross-reference with anything important for the past twelve centuries.
She is required to file it. She will file it. But she needs someone to verify the finding first — because once she files, there is no taking it back.
The Gamma Clause would reduce Dimir information-licensing income by thirty percent, restructure Orzhov financial arrangements that depend on non-compliant fee structures, and begin calculating Gruul territorial reparations with twelve hundred years of interest. The archivist is aware of this. She finds it legally interesting and politically irrelevant. Three guilds are aware she found it, and they find it considerably more than legally interesting.
This is not an adventure about dungeon-delving. It is an adventure about what happens when the rule of law turns out to mean something that nobody planned for — and about the people who will do almost anything to make sure it continues not to mean that. The party will search restricted archival stacks, navigate faction pressure from three guilds whose approaches range from polished legal challenges to biological wetwork, protect a woman who cannot be persuaded to do the wrong thing, and ultimately walk with her to a filing desk at three in the morning to watch her do the most consequential thing a bureaucrat can do.
